Regional Assessment and Implementation Disaster (RAID) Plan

The COVID-19 pandemic coupled with a series of wildfires taking control of the pacific northwest, magnified a need for a coordinated response effort to support affected individuals with substance use disorders (SUDs). It was found that a plan was needed in Benton, Lincoln and Linn counties in Oregon to provide individuals with behavioral health and wraparound services during any disaster.

Partnerships & Grant Activities

In September 2020, Samaritan Lebanon Community Hospital (SLCH), a CCCWN partner in Linn County, received a Rural Communities Opioid Response (RCOR) Planning grant from the Health Resources Services Administration (HRSA) for $200,000 to be spent over 18 months (September 2020 – February 2022). The grant supported the Regional Assessment & Implementation Disaster (RAID) project which created a plan to support individuals with an SUD in the wake of a disaster in Lincoln, rural Benton and/or rural Linn County.

The Regional Assessment & Implementation Disaster (RAID) planning team, in coordination with the CCCWN, developed such a plan to do the following:

  • Support continuity of service for clients with SUDs
  • Estimate the acute and long-term impacts of disasters on behavioral health and SUDs
  • Estimate the need for additional disaster behavioral health assistance
  • Support long-term SUD needs resulting from a disaster
  • Address concerns such as prevention, treatment, recovery services, food, shelter, housing, medication-assisted treatment, basic needs and stress management
