Helping Impact Women and Youth (HIWAY)

Samaritan North Lincoln Hospital (SNLH), a CCCWN partner in Lincoln County, received a Rural Communities Opioid Response (RCOR) Implementation grant from the Health Resources Services Administration (HRSA) for $1 million to be spent over three years (September 2022 – August 2025). The grant supports the Helping Impact Women and Youth (HIWAY) project which provides substance use disorder/opioid use disorder (SUD/OUD) services in Lincoln County, OR.

Partnerships & Grant Activities

HIWAY involves a partnership between the following organizations:

  • The Confederated Tribes of the Siletz Indians
  • Faith, Hope and Charity, Inc.
  • Lincoln County Health and Human Services
  • Lincoln County Sheriff’s Office
  • Northwest Coastal Housing
  • The Olalla Center
  • PAADA
  • ReConnections Counseling
  • Samaritan House
  • Samaritan Medical Group
  • Samaritan North Lincoln Hospital
  • Samaritan Pacific Communities Hospital

Grant program activities include:

  • Hiring peer support specialists to work with women, pregnant people, and other individuals who use substances
  • Assisting pregnant women in navigating treatment and recovery
  • Reducing stigma through media campaign tactics
  • Increasing access to SUD/OUD services in the community
  • Purchasing and distributing naloxone
  • Hosting an annual harm reduction conference for partners and community members
  • Providing substance use prevention education for elementary, middle and high school youth
  • Coordinating education and training for law enforcement
  • Increasing access to mental health and substance use services for the Latino/a/x, BIPOC, and LGBTQIA2S+ populations.
